Frequently Asked Questions  What type of company is FASP? First Aid and Safety Patrol is a private, non-profit 501 c 3 organization.  We have an 11-person board of directors, which the Executive Director/Chief of Operations reports.  Is the Board of Directors a paid position? No.  Our Board of Directors are completely volunteer.  In fact, the Board Members meet once per month at dinner time.  The Board rotate the individual who is paying for the meal.  Who makes up the Board? The Board of Directors range from retired business men and women, to current business leaders in our community.  Some of our members have a strong rich history with our organization.  Is the Executive Director/Chief a paid position? Yes.  Our entire team from the Executive Director/Chief to our highly skilled team members who meet your needs 24 hours per day and 7 days a week are paid professionals.  The team consist of 110 staff.  Why do you have so many staff? Our team respond to over 30,000 requests for service every year.  Some responses are by a wheel chair van, some by our team to help folks up from the floor, to our team responding to critical calls for cardiac arrests, overdoses, and motor vehicle accidents.  Do you charge for your services? Yes.  We operate a $6.2 million budget.  85% of our expense are related to having staff ready to respond 24/7.  We bill insurances, both governmental and private.  We also bill patients privately for some services not covered by insurance.  If you bill, why can’t you make money? On average 57% of our charges get adjusted by the insurance company to what we call a contractual allowance.  Medicaid reimburses us $120 per trip and Medicare reimbursement averages about $240 per trip.  Medicaid and Medicare make up about 75% of our payers.  It costs us $256 per trip to respond to a call.    How many vehicles do you operate?We have 30 vehicles registered with the Department of Transportation.  Currently 13 ambulances, five paramedic squads, and seven-wheel chair vans make up our response fleet.  Where do you respond to and from? Our response area consists of about 85% of Lebanon County.  We do non-emergency scheduled transports throughout the entire commonwealth of Pennsylvania.
